December 26, 1944 - June 7, 2019 ~ Arcillis "RC" Neil, 74, of Bluff City, Tennessee, passed away on Friday, June 7, 2019, at her residence. She was preceded in death by the love of her life, husband, Ronald "Ronnie" Neil; parents, Hazen and Frances Street Hughes; her sister, Ruby Ball; and brothers, Tony and Jimmy Hughes. "RC" is survived by one daughter, Sherry Ford Shoemaker and husband, Kevin, of Greenville, S.C.; stepdaughter, Vikki Neil McDowall and husband, Andre, of Knoxville; a special grandson, Chase McDowall; one niece, Tonya Ball Riddle and husband, David, of Roan Mountain; and nephews, Robert and Michael Hughes, of Elizabethton, James Hughes and Matthew Sparks, of Johnson City. Arcillis was a woman of abiding faith. She loved the lake, camping and fishing. She was a huge Vols fan, especially the Lady Vols basketball. She was an Interior Designer and the owner of Potpourri Interiors. In lieu of flowers, donations may be made in memory of Mrs. Neil to the American Diabetes Association, P.O. Box 11454, Alexandria, VA 22312, or to the Humane Society of the United States, Dept. HACDQ100904001, 1255 23rd Street, NW, Suite 450, Washington, DC 20037.
