Bristol Tennessee principals paid almost double teachers

BRISTOL, Tenn. — Administrators and principals in Bristol Tennessee City Schools made almost double what teachers did during the 2016-17 school year, according to a Bristol Herald Courier analysis of information obtained through a public records request.

Public Salaries

An ongoing series about salaries of public workers, from teachers and police to government officials.

The average base pay for the school system’s eight principals was $97,226. The average for other administration was $97,520.

Principals nationwide are paid a higher starting salary and tend to have more experience and education. But the BTCS figure still tops the nationwide average of $95,390, according to the most recently available data on administrators from the Bureau of Labor Statistics.

It’s also nearly $10,000, or 13 percent, more than what principals made statewide during the school year, according to the Tennessee Department of Education.

Across the state line, principals in the Bristol Virginia school system took home an average of $84,585 during the same time period. Meanwhile, Bristol Tennessee’s 260 teachers were paid a mean salary of $51,860.

Well-paid for the region

Bristol Tennessee teachers also make more than their Virginia counterparts, whose salaries averaged $48,191 last school year. And the BTCS figure for teachers is just shy of the state average of $48,217, according to the most recently available NEA data.

BTCS teachers were given a 3 percent raise for the 2016-17 school year and a 2.5 percent raise for the current school year.

Yet Tennessee ranks 39th nationally for average teacher pay. That leaves the teaching force at BTCS around 12 percent shy of the country’s mean of $58,950.

At the low end of the BTCS pay scale, a new teacher with only a bachelor’s degree currently starts at $42,012. A teacher with a doctorate who has been there 25 years earns $69,272.

The average salary for Bristol Tennessee teachers drops to $50,607 when weighted. The weighted figure factors out differences in experience and education levels for each district’s workforce, according to the Office of Research and Education Accountability. The bulk of teacher salaries — $44,430 per teacher, to be exact — comes from the state-funded Basic Education Program [BEP], which makes up more than a quarter of the state’s budget.

“Bristol City pays for the difference of the BEP salary component,” Tennessee Department of Education communications coordinator Elizabeth Tullos said.

Admin lead the way

Once again, the average pay for administrators and principals during the 2016-17 school year approached triple digits. BTCS Director of Human Resources Jennifer Padilla said the discrepancy between principal and teacher pay is born of several factors, such as the length of the contract year and the level of responsibility.

“Teachers are paid on a 10-month contract, while administrators and principals are scheduled to work 12 months,” she said. “This includes spring and fall breaks and other times teachers are away from school as part of the school schedule.”

Padilla added that, controlling for experience and education, the pay gap between principals and teachers drops down to about 76 percent.

“A beginning teacher with a bachelor’s degree would make $50,414 if figured on a 12-month contract [although teachers only work 10 months],” she said. “A beginning principal with a bachelor’s degree would make $88,824 on a 12-month contract.”

Traditionally, the board has approved the same recommended percentage raise for all employees — teachers, administrators, principals and support staff.

Focusing on local peers

Director of Schools Gary Lilly said the school system mainly compares teacher salaries to those of local peers.

“Paying teachers adequate salaries allows us to attract and retain high-quality personnel,” he said.

“We look at Sullivan County, Johnson City and Kingsport to make sure teacher salaries in Bristol are competitive,” Lilly added. “We also look at the Tennessee Educational Association rankings to see where we fall in comparison to other systems in the state.”

Padilla also said competitive pay is crucial to attracting and retaining talent, which, in turn, is crucial for student success. Having quality teachers resulted in four schools [Avoca, Haynesfield and Holston View elementary schools, plus the Tennessee Online School] being named reward schools for the 2016-17 school year, according to Padilla.

That designation puts the schools in the top five percent of more than 1,800 schools across the state. Schools are ranked by their Tennessee Comprehensive Assessment Program scores. TCAP is the standardized testing program used in public schools in Tennessee, administered to students at the end of each school year beginning in the third grade.

Cuts on the horizon?

Besides its 260 teachers and 23 administrators [including principals], BTCS has 378 additional employees, from certified instructors to secretaries.

In 2016, Tennessee ranked 15th for the number of teachers — 66,488 — in line with its rank for the state’s population aged 5-17. But cuts to the local education workforce could be looming.

This year, the Sullivan County Commission cut almost $3 million earmarked for its city schools’ general purpose and renovation funds, which normally go to the Bristol Tennessee and Kingsport school systems. BTCS lost a little more than $1 million in funding; Kingsport lost $2 million.

In October, Bristol Tennessee School Board Chairwoman Jill Harrison told city leaders that the system would have to consider cutting jobs and programs to stay within budget for the 2017-18 school year.

Lilly hopes cuts won’t be necessary.

“We will do everything we can to not impact our students,” he said. “We’re really, really early in the budgeting process. But it is certainly not our intention to cut positions.”
