COMMONWEALTH of VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY PURPOSE OF NOTICE: To seek public comment on draft permits from the Department of Environmental Quality that will allow release of treated wastewater into a water body in Washington County, Virginia. PUBLIC COMMENT PERIOD: 30 days from October 13, 2019. PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit - Wastewater issued by DEQ, under the authority of the State Water Control Board. APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Washington County Public Schools, 812 Thompson Drive, Abingdon, VA 24210; VPDES Permit number VA0026786. FACILITY NAME AND LOCATION: Valley Institute Elementary School, 4350 Gate City Highway, Bristol, VA 24202 - approximately five miles west of Bristol. PROJECT DESCRIPTION: Washington County Public Schools has applied for reissuance of a permit for a publicly owned sewage treatment plant at Valley Institute Elementary School. The applicant proposes to release treated wastewater at a rate of 6000 gallons per day into Fleenor Branch of Cove Creek in the Holston River watershed. A watershed is the land area drained by a river and its incoming streams. Sewage sludge will be disposed of by a licensed contractor, who will pump the contents of the sewage treatment plant as needed and transport the sludge in a truck-mounted watertight tank to the Town of Marion WWTP (VA0086304) for additional treatment and final disposal. The permit will limit the following pollutants to amounts that protect water quality: pH, biochemical oxygen demand, dissolved oxygen, total suspended solids, E. coli. bacteria, and total residual chlorine. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing via hand delivery, email, fax or postal mail. All comments and request must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requestor and of all persons represented by the commenter/requestor. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief informal statement regarding the nature and extent of the interest of the requestor or those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
