PUBLIC NOTICE APPLICATION FOR RENEWAL OF COAL SURFACE MINING/NPDES PERMIT NO. 1302066)/00802066 UNDER CHAPTER 19, TITLE 45.1 OF THE CODE OF VIRGINIA PUBLICATION NUMBER: 19JAK03 APPLICATION NUMBER 1010637 Chestnut Land Holdings, LLC of P.O. Box 2178, Beaver, WV 25813 is applying to the Virginia Division of Mined land Reclamation for a Renewal of Permit No. 1302066 Application No. 1010637, in order to continue the operations at the following location. The location of the operation is 2 miles W of Rt 641 and Rt16 intersection at Latitude 37.2009497 and Longitude 81.577307 and consists of 142.23 acres. The location is in Tazwell County with the nearest community being Bishop. The receiving streams are Dick Creek and Laurel Creek. The 7.5 minute USGS quadrangle is Tazwell North. The Renewal map showing the permit area is attached in Section 21.2 of the application. The existing operation is located within 100 feet of the Grassy Spur Road on the southern end of the permit area. There is one existing Outfall 001, on the Permit. The discharge is a pumped discharge from the refuse impoundment resulting from the surface mining and the permitted operation and is discharged into the receiving streams which are Dick Creek, Dry Fork, Laurel Creek, then to Tug Fork and Big Sandy River. The area and the discharge can also be viewed on the Surface Water Hydrology Map located in Section 21.2 of the renewal application. Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of September 25, 2019 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Division of Mined Land Reclamation hold an Informal Conference concerning this application.
