Sullivan County arrests two on drug charges

A Kingsport, Tenn., man and one from Coeburn, Va., were arrested on drug charges Sunday, according to the Sullivan County Sheriff’s Office.

Richard Hillman, 53, was charged with possession of a controlled analogue substance for resale, posses-sion of drug paraphernalia and speeding. Joshua Hughes, 25, was charged with possession of a controlled analogue substance for resale and possession of drug paraphernalia.

The Sheriff’s Office conducted a lengthy investigation into the distribution of Alpha-PVP, known as gravel, according to a news release. Detectives received information that Hillman was in the process of transporting Alpha-PVP from out of state to the Piney Flats area, the release states.

During a traffic stop on U.S. Highway 11E in the Bluff City area, Hillman’s car was searched and officers discovered two baggies that contained 50 grams of a substance believed to be Alpha-PVP.

Hughes was a passenger in the car.
